The Director has approved the procurement of a preproduc - tion model of an electronic entrance control machine at the approxi- mate price of $64.800. It should be clearly understood, however, that he has not approved the installation of this system throughout the building. 2. The preproduction model should be thoroughly tested. This memorandum contains a recommendation for your approval; such recommendation is contained in paragraph S. 2. The matter of establishing more positive identification of individuals entering Agency occupied buildings has been of concern to this Office for sometime. A study conducted by in 1958 .established 25X1 the feasibility of an electronic entrance control system. A prototype machine was constructed in 1961 and subjected to extensive testing. This machine established the validity of utilizing magnetic encoding of employee badges to establish positive identification, but the machine was unsatis- factory from the standpoints of reliability and speed. 3. A recent survey of manufacturers skilled in magnetic recording applications indicates that the capability now exists to produce an effective electronic entrance control system. The system envisioned would provide for positive validation of building badges. The proposed machines would have the capability of assuring that the badge presented is currently valid and that the badge belongs to the person possessing it. This is accom- plished by comparing an encoded number on the badge with a three digit number punched into the machine keyboard by the employee. Each unit is self-contained and no central computer is required. Several units would be required at each building entrance depending upon the traffic volume. The units would also be used to further control access to restricted areas. It is estimated that a total of 38 units would be required to provide for machines at all entrances to Headquarters and Rosalyn buildings and to automate re- stricted area controls. A proposal has been received for the delivery of a preproduc- tion model of an electronic entrance control machine in nine months from date of contract at a fixed price of $64, $00. Based upon successful per- formance of the unit over a testing period of several months, production units would be phased-in during FY-68 and FY-69, at a total cost of $345, 000. 5. It is our feeling that the installation of the electronic entrance control system as outlined herein would greatly enhance the security of our buildings in the Headquarters area. It is recommended, therefore, that the Director of Central Intelligence approve in principle the introduction of such a system into our security program in order that planning and fund- ing arrangements may be finalized. 25X1 yperector o ecu y R. This memorandum contains a recommendation submitted for your approval; such recommendation is contained in paragraph 3. Z. In accordance with your instructions during my briefing of the Executive Committee, a study has been conducted to determine the amount of savings in guard costs which might be achieved through installation of an electronic entrance control system. While primarily designed to achieve more positive personnel controls, the introduction of an electronic entrance control system will result in some savings in guard costs. These savings will be achieved primarily by reducing the numbers of guards required at certain entrances during rush hour periods and by removal of the guards presently utilized on inner barriers. As indicated on the attachment it is estimated, that after an appropriate testing period, guard costs can be re- duced by $81, 500 per year. At this rate, the entire capital expenditure of $489, 000 for 40 electronic entrance control machines will be amortized through a reduction in operating expenses over a period of six years. 3. It is our feeling that the installation of the proposed electronic entrance control system would greatly enhance the security of our buildings in the Headquarters area.
