The "E" Career Service was formed 1 July 1964 to expand
and intensify the Career Service concept of personnel management
in the Director's area. It is requested that you review the present
needs of this area and evaluate the abilities of this Career Service
to answer these needs. If the "E" Career Service is the best
answer to this problem, your recommendations as to composition
of an "E" Career Service Board and practical goals for this Career
Service in terms of management planning are requested.
