(1) The Office of the Comptroller is Its component
elements will be reassigned in accordance with the realignment of responsi-
bilities stated below.
(2) The Executive Director is assigned responsibility for
development of budgetary and financial policies of the Agency,, for preparation
and execution of the Agency budget, and for allocation of manpower and
financial resources. This is an extension of his command role in which,
as the senior non-statutory officer of the Agency, he reports to the Director
and the Deputy Director and acts for them in exercising directive and
approval authority.
(3) There is established in the Office of the Executive
Director a Budget Division, Programs Analysis Staff, and Manpower
Control Staff. These units will assist the Executive Director with respect

to the development and execution of budgetary and financial policy,
program review, and the exercise of manpower and financial control.
(4) There is established in the Office of the Deputy Director
for Support the Office of Finance, with responsibility for financial operations
of the Agency, for the establishment and maintenance of accounting systems,
and for systems and procedures for control of the Agency's funds, assets
and liabilities.
