SUBJECT : Fiscal Year 1967 Budget
1. As you know, the President is taking an intense and very
personal interest in the Fiscal Year 1967 budget. On 16 July he
personally presided at a meeting at the White House to discuss the
approach to this budget. On 23 July the Director will meet with the
Director of the Bureau of the Budget to preview the Agency's Fiscal
Year 1967 budget presentation, at which time we will undoubtedly
receive further policy guidance.
2. The Director is most anxious that the President's policies
with regard to the Fiscal Year 1967 budget be clearly understood by
all personnel of the Agency and that we spare no effort in complying
with the President's exhortation. To this end there will be a meeting
in the auditorium at 11:30 a. rn. on Monday, 26 July, to discuss this
general subject. There is no limitation on the number of personnel
you may select to attend, and I suggest that as a minimum you include
all Operating Officials and/or their deputies, the Administrative or
Support Officers of all components, as well as all Budget and Finance
Officers. Please feel free to send any additional personnel who may
be able to make a contribution to the preparation of the Fiscal Year
1967 budget.
3. While the Deputy Directors have heard personally from the
Director on this subject, it is hoped that through this meeting we may
be able to convey more clearly to a larger number of personnel the
President's budget philosophy and policy with the objective of a maxi-
mum effort by all Agency personnel to attain the President's goal.
