Classification of Office of the Director Action
Memoranda Requesting CIA Action Based on "NSC
Executive Committee Records of Action".
1. During the Cuban crisis this office received almost daily the "NSC
Executive Committee Records of Action", classified "Top Secret, Sensitive"
and signed by McGeorge Bundy. This office extracted from separate para-
graphs material that should be passed to various components of the Agency
for action. It was the determination of this office that Office of the Director
Action Memoranda should be classified in accordance with our standards.
Most memoranda from extracted material were therefore classified "Secret"
although several were "Top Secret".
The above will confirm our telephone conversation of 1 November.
