1. As reflected in reference a., the Chairman, United States
Intelligence Board (USIB) on 31 May 1963, requested the Secretary
of State and the Secretary of Defense for support in implementing
USIB-approved recommendations on the subject, and also asked for
the results of their consideration on this matter. By USIB-AM-63/27,
CIA was also asked to report their implementing actions.
2. References b. and c. record the responses from the Secretary
of Defense and the Secretary of State, respectively. Reference d.
contains a response from the Deputy Director of Central Intelligence.
3. On 28 August 1963, USIB considered the three responses of
State, Defense and CIA, and as recorded in reference e., USIB:
"a. Noted and discussed the responses from State, DOD
and CIA.
b. Agreed to keep the subject under review and to
reconsider the status in February 1964. 11

4. In accordance with the USIB decision in paragraph 3.b. above,
the addressees are requested to furnish the Secretariat by the end of
February a report reflecting the updated status of previously reported
programs to improve intelligence collection on Africa, as well as any
significant new or modified actions on this subject which may have
been initiated subsequent to the submission of the initial reports.
