SUBJECT: FBI Request for Executive Session Item at 13 April USIB Meeting
1. In addition to the DIA request referred to in my memorandum
yesterday, the FBI representative has now advised the Secretariat that he
would like to give an oral report in executive session today regarding a
defector case.
2. It is understood that this is the type of case covered by the Board
agreement at its 1 August 1962 meeting (Item 2, USIB-M-227, copy attached),
which was reaffirmed on 13 January 1965.

2, Handling of Certain
Types of Defectors
(USIB-M-212, item 7, 2,May)
In executive session, General Carter propQsed that in the future the
handling of defectors from an opposition foreign intelligence service should
be discussed it an executive session of the USIB. After discussion, it was
agreed that, whenever such a defection takes place, the USIB would in
executive session:
a. Be advised immediately if a defector was suspected of being
of this type.
b. Be informed when the defector was determined to be of this
type, in order that the Board could discuss the appropriate handling of that
defector.
c. Be periodically informed as to the status of the case by the
agency responsible for handling the defector.
