The meeting of the P esideat's special Committee on Disarmament problems on 7 January considered drafts of six papers dealing with the subjects: a. A suggested statement from Ambassador Lodge and the UN General Assembly, perhaps on Thursday of this mek; b. Two drafted of a UN General. Assembly resolution on disal ent, one prepared by Governor Stassen'e Staff, the other by the USUN Staff; c. Three draft US Position papers, one dealing with Soviet proposal." of 17 June reference withdrawal of armed forces from the NATO and Warsaw Pact countries; the second a Sov1et proposal of 17 November relative aerial photography; the third on Norwegian proposals in the UN relative registration of nuclear test explosions. 2? The suggested statement for Ambassador Lodge proposes to the General. Assembly renewed negotiations in the UN Diearaeaasnt Committee, indicating objectives of such negotiations and outliuftg six US proposals designed to meet the objectives. In summary these proposals are: a. That agreement be reached under which at an early date under effective inspection, all future production of fissionable materials shall be used or stoclrpiled exclusively for non-weapons purposes under international supervision; b.
