MEMORANDUM FOR: Director of Central ImteIligeace
SUBJECT: Senate Disarmament Subcommittee
This memorandum is for information only.
1. Dr. Scoville and Legislative Couneel met with Senator
Humphrey's Subcommittee on Disarmament for ap
and one-half hours on 19 June. Also present were
Philip J. Farley and Charles Gehrona of the Department of
State; and Captain Morse of the Atomic Energy Commission. Senator
Green was present for a short time and Senator Sparkman remained
for a little longer time. Otherwise the only member present was
Senator Humphrey. Staff members present were Miss Betty Goetz
and Mrs. Collier. While a transcript was taken, the discussion was
somewhat informal. Senator Humphrey appeared interested in bringing
himself tip to date on the technical aspects on detection of Soviet nuclear
explosions.
2. Dr. Scoville briefed him on the latest Soviet test series.
The discussion then ,,lent into the forthcominn meeting of Soviet and
Free World scientists on the technical aspects of disarmament and
inspection. Senator Humphrey seemed pleased to learn of the extensive
and coordinated efforts of the interested executive branch agencies in
assisting in preparing the team of scientists.
3. Senator Humphrey seemed very concerned that in past public
statements he had not exceeded the limits of security as a result of
briefings furnished him by the executive agencies. He was most
complimentary to the individuals concerned at their willingness to help
him understand the technical matters involved.
