SUBJECT Review of Office of National Estimates
1. In response to your request, we have reviewed personnel
actions to staff the National Estimates Board and other professional
positions in the Office of National Estimates since March 1963. (This
is as far back as we could go based on readily available records.)
2. The following information is in response to your specific request.
Prepare biographic sketches of members of the Board and
how long has each person been a member of the Board?
Attachment A contains biographic sketches of individual Board
members including the dates of their appointment to the Board. In
summary, two members have been on the Board for less than one
year, one has been a member for slightly more than two years, one
has been a member for three years, one for four years, two for eight
years, one for more than eleven years, and one for thirteen years.
Are there any sieificant patterns in assignments to or from
ONE? and are there indications of dissatisfaction?
Eleven of the fifteen reassignments of professionals into ONE held
the position title of Intelligence Officer. Nine of the ten were from
Offices in DDI (See TAB C). Of the nine professionals who were reassigned
out of ONE during the period, six were assigned to 0/DDI. However,
four of these retained their ONE Career Service Designations, possibly
indicating an intent that they would return to ONE. We found no pattern
of dissatisfaction among individuals who left the Agency from ONE.
However, the exit interview record of GS-12, who 25X1
resigned in July 1965, suggests a possibility of some dissatisfaction.
Only three members of the National Estimates Board left the Agency

during the period covered by our review
returned to military duty in May 1963,
to the Department of State in July 1964, and
in July 1965 for personal reasons.
