MEMORANDUM FOR: Dr. Sherman Kent
Your memorandum on foreign travel
was sent to me by the Director requesting my comments.
I have discussed it with Dick Helms and have only one sug-
gestion for you to consider.
It seems to me that it would be wise
for the Chairman. and. Vice Chairman of the Board to vary
the areas to which they travel from time to time. Maybe
you do this; I don't k:tow. I am under the impression that
Abbot concentrates on South Africa and you the Far East.
I may be entirely wrong about this, and this is merely a
suggestion in principle. There is no objection to your plan
as presented in the memorandum.

1. I refer to your request of this morning for a plan for
foreign travel for members of the Board and Staff of the
Office of National Estimates in calendar year 1966.

National Intelligence Estimates on North Africa and the
Middle East. Departs 13 February for that area, with stops
in Morocco, Algeria., Tunisia, the UAR, Iraq. and Lebanon,
among others. Returns 23 March.
(b) I who is the Board member most
highly qualified on matters African. Departs 1 March for
North and West Africa, with stops in Nigeria, Congo, Zambia,
Tanzania, and Kenya. Returns 7 April.
(c) whose trip is at your direction.
Departs 23 February, for Southeast Asia, with stops at
CINCPAC, Taipei, Saigon, Danang (and to a carrier in
the area).
