;ORANDUM FOR: Deputy Director for intelligence
1. The DCI and I have briefly noted the attached. Please
have one of your people head up a small task force, to include
officers from DDP and DDS&T, to analyze the criticisms of the
Agency as contained in the David Committee report, and make
recommendations to me as to filling any gaps. It occurs to me
that the David Committee may not have been as fully briefed on
the Agency's efforts in this matter as might have been possible.
2. Secondly, please prepare a draft reply from the DCI
to the Secretary of Defense and/or the Secretary of the Navy, since
the report proposes such a letter from these individuals to the DCI.
