Approved For Release 2003/08/19Cl 4 RE 80B01676R000500160007-5 ECONOMIC INTELLIGENCE COMMITTEE 17 28 April 1967 MEMORANDUM FOR: Deputy Director of Central Intelligence SUBJECT : Transmittal of, "Survey of Professional Personnel Engaged in Production of Economic Intelligence" 1. This memorandum is for your information. The accompanying survey was recently conducted by the Economic Intelligence Committee of the United States Intelligence Board. The report was compiled from individual submissions made by each EIC member Agency, or associate members, having professional personnel engaged in economic or military- economic intelligence production on 30 September 1966. 2. The findings are given on pages 1-3 of the subject survey and are compared with those of a similar survey conducted in 1958. Some of the highlights are: a. On a community wide basis, there has been a decrease of approximately 20 percent in overall manpower assigned to the pro- duction of economic intelligence in the eight years ending with 1966. Compared with 1953 strength, the 1966 manpower 'total represents about a 45 percent reduction in professional personnel. Most of the cuts have been made on Communist country research staffs. b. The economic intelligence community is now concentrated largely in two agencies, the Defense Intelligence Agency (DIA) and the Central Intelligence Agency (CIA). However, as between these two agencies, manpower allocations are very different, with DIA concentrated largely on transportation and military-economic research, whereas CIA's research is much more diffuse. There exists some economic intelligence research effort in nine other agencies and departments. Although the Department of State still carries the primary responsibility for the production of economic intelligence on the Free World in the current applicable DCID 3/1, State employs less than ten percent of the professional manpower in the economic intelligence com- munity devoted to such Free World studies. 3.
