Approved For Release 2002/07/29: CIA-ROP80B01676R000 9 APR 1964 MEMORANDUM FOR: Director of Communications I am sure that has reported to you on the flap which occurred over the weekend of 3-5 April. This first came to my attention at the Executive Committee Meeting when lack Smith read from the 6 April Central Intelligence Bulletin as follows: "Consultation with in- telligence representatives of the Department of State was not undertaken for this issue of the Central Intelligence Bulletin owing to temporary com- munications difficulties beyond the control of the Central Intelligence Agency. The Director later asked me to provide him with an explanation of what happened. I was disappointed, as I am sure Jack told you, that the attached memorandum dealt only with the delivery of the CIB information to the Department of State on Sunday, 5 April 1964, and made no explanation as to the real reason for the trouble. I perhaps was not explicit enough in my request to Jack as to just what I wanted. Suffice it to say that at the Executive Committee Meeting on Tuesday, 7 April. I reported to the Director substantially as follows: A program to convert to equipment both here and at the Department of State had been in the making for some time and a target date of i April was agreed upon for the changeover. We failed to make a last minute check with the Department to ensure that they were ready for the conversion and permitted the telephone company to proceed with the neces- sary change In circuits. (I regard this, as does the Director, as a serious error on the part of the Office of Communications.) Having made the er- ror, however, the Office of Communications apparently took prompt action to use an alternate circuit in order to ensure that the material was delivered. There was, however, about a three-hour delay on Friday, 3 April, and the material did not arrive at the Department until about 1600 hours. There was also a one-hour-and- seventeen-minute delay on Sunday, when it arrived at the Department at 1432 hours. It seemed to me that notwithstanding our mistake the material arrived at the Department in plenty of time to consider it and coordinate it with OCI had the Department been very much interested in doing so. The Director was quite disappointed in our perform- ace in this instance and asked Mr. Kirkpatrick to look into It and take the necessary action. I have heard nothing further from Kirk. However, I have not received any satisfactory explanation for this premature changeover and for our failure to check with the Department of State prior to the changeover. I assume that there really isn't any satisfactory explanation. This is for your information concerning the delivery of the 5 April CIB ;mterial sent to the Department of State . 2. T CIB information was tranasittsd to the Department of State in five seat ons . It was received at the following local times Sunday afternoon: 12162, 1253, 1412, 1430 and 1432. Since the material was routed via another relay center, and in order to insure that it had arrived at State in time for a scheduled 3:15 panel meeting, the CIA Signal Center called State an? sonfirmed that it was there and that the last itiri had arrived at 14,32. Therefore, we do not feel that the non-co-ordination of the material is the result of the faulty electrical cosmimicationa . 3. We have instructed the telephone coapany to re-establish the direct half duplex circuit between CIA and State (RCI). Its installation operation for several weeks.
