1. Reference request is returned without approval as I am not
psrsuaded that the Interim Aasinment Section should be used to provide
coiling relief for the permanent staffing requirements of the Office -f
Personnel.
Z. I recognize that this unforeseen requirement places an
additional burden on the Office of Personnel. .!bwever, I note a con-
tinuing uriderstrextl? etat in relation to authorized ceiling throughout
