(I assume that he made this appointment with the full knowledge and permission of The gist of our conversation was that recommended that I be designated as his replacement. As you know, this proposition has been put to me several times before. I think that is a very capable individual and is unquestionably able to perform these duties in a most creditable manner. However, I continue to feel that our relation with the military services will be better if we have an active duty officer in charge of our Military Per- sonnel Division. Although General Johnson, the Army Chief of.. Staff, and General James Woolnough are both long-time personal friends of mine, in all candidness I believe they do not understand and are not too sympathetic with the Agency, In any case, I have reservations about appointing a CIA civilian employee to fill this position, the primary function of which is to manage the affairs of military personnel on detail to the Agency and to ensure to the extent possible that their military careers are advanced rather than hindered.
