I do feel, however, that to proceed with this project at this time
would be contrary to the spirit of the President's instructions. to
The question of whether we can proceed wi
the construction next spring remains. I shall be happy to consider
this requirement anew any time after 1 January 1967. If you desire
to present this project again, please give complete justification why
this must be done in FY 67. You will recall that the President has
asked us to cut back unessential expenditures in FY 67 and to defer
essential expenditures in FY 67 until after 1 January 1967.

The attached DD/S memo recommending
a roval to let a contract for construction of
presents solid justi-
fication for proceeding with the project. Funds
are being scraped up from a number of sources
in order to finance the project. We are revising
the back-up in the 1967 column of the 1968
budget to satisfy BOB requirements that appro-
priate approvals for constructing projects be
reflected budget-wise. m_.
