I discussed Mr proposals and reviewed the letters with both the Director and the DDCI. The Director thought that the letters were well written and the points very well taken. He suggests that perhaps that the moment is not propitious to put this in writing. The allegation might be made that the CIA is trying to censor the Congressional testimonies of other departments and agencies. 2. As an alternate proposal. I suggest that we start keeping a fairly careful record of Congressional testimonies which get into the field of intelligence estimates and that we use the vehicle of the United States Intelligence Board to call these matters to the attention of other departments and agencies. He believes that in this fashion, we can build up a record and eventually accomplish the same objective, perhaps developing a proper atmosphere for such letters. (signed) Lyman B. Attached is a bundle of papers which started its way around the Agency on 26 June 1963. It has comments from the DD/I dated 23 September 1963, from the D/NIPE dated 13 January 1964, and one from ONE dated 12 February 1964 on the General Counsel's revised draft of 29 January 1964. It now reaches here. 2. Mr proposal in brief is to address letters to Secretaries of State and Defense suggesting that Congressional testi- mony be coordinated by the DCI where intelligence estimates are concerned. While I think the intent is admirable, I think the method is fraught with dangers, particularly at this time. This will probably be widely construed as a CIA effort to impose some form of censorship on Defense and State testimony, and I would urge that at least for the time being we try and coordinate it informally without putting anything in writing. 25X1 Lyman B.
