'T'hank you for your letter of 13 .t+-arch concerning the
review of SIGINT requirements which is being conducted as a
result of Mr. McCone'e conversations with the Secretary of
Defense. I hope that the conversations we have had, and particu-
larly the discussion in your office yesterday afternoon, have made
it clear that I arr, thoroughly in agreement with your thought that
any restatement of requirements should allow, and indeed e
size the need for, flexibility to meet unexpected situations. I am
in full agreement that the review of requirements must take full
accot of the need of operational commanders for intelligence,
and wo will of course look to DIA. to represent their interests in
the a rcise. I also agree that the present exercise must neces-
sarill. be in the nature of an initial review and that the refinement
of ixlligence requirements should be regarded as a continuing
pro sues.
r I hope early next week to be able to send you a draft of our
proposed statement defining the objectives of the review of "Early
Warning" intelligence activities which is undertaking,
together with a tentative outline of the various topics and subjects
to he covered in this report. In the meantime, I a= very grateful
indeed for your support of this undertaking.
