The Defense Intelligence Agency has been directed by the Joint Chiefs of Staff to accomplish a comprehensive analysis of the Communist logistic net in Southeast Asia. This study, although incorporating many sources of intelligence, is to be based primarily on data resulting from the increased U-2 surveillance effort presently under way in that area. 2. The DIA Production Center will be charged with the responsibility for assessing specific routes and structures and for evaluating the entire logistic net. In addition, an evaluation will be made of traffic levels observed during the current period of increased surveil- lance. With respect to this latter requirement, it is requested that NPIC review the U-2 photography acquired to date and prepare machine tabulations of traffic levels observed to include numbers and types of vehicles, direction of movement, and route sectors covered. Such tabulations will be employed by DIA in the development of its overall assessment. It is my understanding that the parameters for such an effort have already been discussed with members of your staff, and that a formal request is presently being submitted through the Advisory Committee channel. .3. The excellent cooperation we have already received in support of the Hamlet Survey is most appreciated. The ingenuity demonstrated by members of NPIC in reducing this enormous task to manageable proportions has permitted the realization of much more responsive and timely completion target dates. This effort demonstrates again that NPIC has developed into a most valued and competent element of the intelligence community. S. B.
