SUBJECT: Reports Produced by Contractors, RCS: DD-DIA(AR)G2
TO: Director, Central Intelligence Agency
1. In the past there has been a limited exchange of contractor-
produced intelligence reports, studies and findings between com-
ponents of the Department of Defense and the Central Intelligence
Agency; however, it has largely been restricted to specific areas
of interests. Since the funds expended to secure such reports
are Government funds, I believe that there should be a more
complete exchange of the results of such production effort within
the intelligence conrnunity.
2. I am taking steps to have contractor-produced reports, studies
and findings of Department of Defense components, together with
listings of such reports produced since 1 July 1963, furnished to
you through this agency.
3. I propose, therefore, a mutual and future exchange of contractor-
produced reports between the Central Intelligence Agency and the
Defense Intelligence Agency. I hope that this proposal meets with
your approval and that this beneficial exchange of information can
occur at an early date.
