Reference is made to the attached correspondence pertaining to an NBC/TV request to the Office of the Secretary of Defense for assistance in production of an hour-long network special on espionage and its associated arts, for broadcast on May 14, 1965. 2. In view of the nature of the request, your over-all role in the pro- tection of intelligence information and because other elements of the intelligence community may be solicited for assistance in exploring the possibilities for the show, this is brought to your attention with the suggestion that it be a subject for discussion at an early meeting of the United States Intelligence Board. Robert Rogers, an associate producer for NBC, which informs us that they are planning to produce an hour long special on the subject of espionage and its related arts to be broadcast May 14. Mr. Rogers is asking for assistance in several el' s, as referenced by items 1 through 5 in his letter. In, addition, he has asked for permission to photograph the Russian tank now at the Detroit Arsenal. Rcauest your comments, guidance and recommendations on which this office may base a reply to Mr. Rogers. it should be noted that NBC apparently is committed to this show with or without our help. If it would be advantageous to meet with Mr. Rogers in a group meeting before you submit your position in reply to this memo, I will make the necessary arrangements. Our relationship in a program such as this can be effected in three ways: 1. Complete all-out assistance, which covers the gamut of supplying stock footage, interviews on camera, background briefings, and allowing photographers to film subjects not normally available to the media. All of this would be subject to strict control during all phases of production and including a DoD review of the program for security and policy prior to air date. As now conceived,, the show will trace the history of the intelligence gathering arts in America including George Washington's spy nets, Nathan Hale, etc., and one,or.more of the.C.ivil War spy cases. We also hope to explore the role of intelligence'gathering in international affairs since World War II emphasizing two themes: the difficulties for 'a free society like ours in competing in'this field with a'closed society like the Soviet'Union, and the changes brought about in intelligence gathering methods by modern technological advances'. We would like. to'request.Defense Department assistance in exploring the following possibilities for the show: 1 - A filmed interview with Admiral Hyman. Rickover on the problems of'security'in our society, According to de Gramont's The Secret War (Putnam 1962, p. 20)'"In April 1960, Admiral Rickover told Congress' Joint Atomic' Energy subcommittee 'that a toy manufacturer had pro- duced a model of the Polaris atomic submarine so accu- rate.that a good ship. designer can spend one hour on,. that model and tell.he has millions of dollars' worth of free information." We would like to obtain appropriate color stock footage of the U-2 or permission to shoot our own.- In addition, we would like very much to figure out a way to demonstrate to the audience the capabilities of modern aerial photography. 3 - NASA has informed us that the modern family of recon satellites are the responsibility of the Department of Defense. We realize that these are generally classified, but would like an opportunity to meet with the appropriate authorities to see what kind of coverage we might be able .to include.in our report on this.general subject. - We would. also like to explore the possibility of covering 5 - We would also like permission to discuss with the curator of the Counter-Intelligence-Corps museum at Ft.
