1. An integral part of the Department of Defense requirements for
long term estimates of the Soviet military establishment is a
similarly long term assessment of the scope and direction of Soviet
military research and development.
2. There is at present no NI specifically addressed to Soviet military
research and development. The last national estimate of any scope
dealing with the subject was prepared in 1959 (NIT 11-6-59, "Soviet Science
and Technology"). Although this I 11 was updated in 1962 (RIR 11-6-62,
"Xrends in Soviet Science and Technology"), the treatment was extremely
brief and the "broad brush" approach was applied to all aspects of
Soviet science and technology rather than focusing on that segment
directly supporting military programs. As a result, there is no
national estimate in existence which is specifically tailored to the
requirements of the DOD and the Services and, more particularly, to the
Service research and development commends and agencies.
3. Admittedly, the requirement for a long term estimate on this
subject is particularly related to the needs of the Department of
Defense. At the present time DIA, in collaboration with the Service
technical intelligence agencies, is engaged in the preparation of a
long range assessment of Soviet scientific and technical capabilities.
This study is now scheduled for completion in August and should provide
a basis for the DIA contribution to an NIB on Soviet military research
and development.
4. I am aware that a SIC study on this subject is now planned, with
a publication date early next year. Inputs for this study should also
provide march of the data required for a national estimate and it may be
possible to publish an NIR sooner than is now envisaged for the SIC study.

5. i strongly urge that you refer this request to the Chairman, Board of
National Estimates, for appropriate guidance in the preparation of a
long term estimate on Soviet military research and development. The
estimate should be scheduled for completion at the earliest practicable
date that appropriate inputs can be prepared.
