MEMORANDUM FOR: Executive Director-Comptroller
SUBJECT Support Relationship with the Defense Intelligence
Agency
REFERENCE : Action Memorandum No. A-437
1. In our relationship with the Defense Intelligence Agency we have
found its officials most cooperative and helpful. From the DD/S area the
principal continuing business with DIA is conducted by the Office of Secu-
rity and, to a lesser degree, by the Office of Training. The Office of
Training cooperates with DIA in support of the Defense Intelligence School,
whose training is good and satisfies the needs of the Defense Intelligence
Agency for a joint training program.
2. In the security field, DIA has been most cooperative and effective
in the settlement of mutual and community security problems. The Special
Security Center deals continuously with DIA in matters of special security
control systems involving security policy, security surveys, certification
of access approvals, and the establishment of special system control cen-
ters throughout the world. DIA has been particularly cooperative in facili-
tating the consideration of USIB security policy matters under consideration
by the Security Committee of USIB. In the fields of normal security liaison,
the DIA Security Staff has been most helpful.
3. It is our observation from a limited number of instances based on
mutual interest that in the field of problem security cases DIA has recourse
to adequate authorities when dealing with military personnel. As concern s
civilian employees, the authority of DIA is limited and they could well bene-
fit by being provided additional authority.
