Concerning the P.FIAB Report and the
DIA ;MINT Plan
1. I called
to tell him about the

Director's conversation yesterday wit
.Admiral Harlfinger.
during the course of which there had been a discussion of both
the new DIA HUMINT Plan and the problem of formulating a
response to Recommendations 1 and 2 of the PFIAB Report. I
told I that responsibility for representing the DCI
and the Agency in connection with the formulation of the answers
to the PFIAI Report would be with the Clandestine Services, and
that the DDP would be represented by appropriate members of the FI
Staff and the FE Division. I said that there had been some reference
at the meeting with Admiral Har1finger to the assumption of this
responsibility by staff, but that there was now agreement that
it should be handled through the conventional command lines of the
Agency. I will, of course, be available to help in any way that
seems appropriate.

upon for increasingly frequent and intimate relations with DIA
