categories of classified materials was disseminated
to field installations.
2. Inquiries were subsequently directed to the Army which
has been designated as Executive Agent for thel The Army
advised that the queries posed by the Board involve broad aspects of
security policy within Defense and suggested that the Board direct its
inquiries to Mr. Walter T. Skallerup, Deputy Assistant Secretary
(Security Policy) under the Assistant Secretary of Defense for Man-
power. The Army also suggested that the Board request from
Mr. Skallerup a copy of the full report

rather than only the security section. Administrative, logistic and
financial problems are involved and the Board should review the, full
report to realize the magnitude of the scope of the overall problem.
3. The dissemination of sensitive materials abroad is a
matter about which the USIB expressed concern as the result of the
