SUBJECT: Gaps anr_ Deficiencies Briefing
1. iConfirtr-ing the t?iscussion at the Staff Meeting this
morning, they following is my .nderstanding of the arrangements for
briefing PFIAB argils on the gaps and deficiencies identified by the
Secretaries of AU to and 1efeni>e in intelligence coverage of subjects
of particular interest to them.
a. The CGS will prepare written submissions
for the Panel of F 8 concerned with Far Eastern
matters (General Taylor and Dr. Baker) on the items
identified by General Taylor as of specific interest
him. The eadiir-e for the presentation of these written
submissions is 17 November.
b. Admiral Sides is expected in town some
time during the week beginn.ir 13 Novemsmber. I have
advised 1w':r. Coyne that Messrs. 1 1.

of Cuba). By arrangement with dir. Coyne, I have
undertaken to select the specific items which seem

c. Although there is no final confirrration of
this rsquireme.:kt. it is possible that Mr. Coyne may
ask the P CI to indicate an. individual to represent hirr in
e.oatings with the PFLAB Panels. Accordingly, it is
e,ted that the icxdivituals designated by the 1DI as

responsible for c*ealings with the IRO
to deal with the PFIAB geographic panels. My undo
standing of the assignments of individuals to deal with
the IRG's is contained in the annexed list. The precise
responsibilities of the named individuals can be determined
if their designation turns out to be necessary. To a large
degree they would serve as points of contact with the
responsibility for arranging inputs or appearances, as
appropriate, fron= other conponeats of the Agency con-
cerned with collection. etc., including the 'DP, DD &'T,
etc.
