This meeting included a discussion of the report of the 13 LA.B panel recommending modifications in existing procedures designed to strengthen requirements for the coordination of current intelligence publications as well as changes in the procedures relating to the preparation of National Intelligence Estimates. There was a general discussion of the panel report, which was initiated by the in which the Director, DIA and the Director. INR both participated. A general consensus developed that there was no need to change existing procedures for the formal coordination of current intelligence publications or National Intelligence Estimates. It was recognized that most of the studies put out by all of the intelligence agencies, which are not subject to formal coordination, are published to meet short deadlines and that the imposition of requirements for formal coordination would involve undue delays. It was also established that noest of the issuances, while not formally coordinated are either produced on the basis of a data base which is recognised in the com- munity as authentic or are discussed informally with experts in the various agencies immediately concerned. For *Mtn pie, General Carroll referred to a DIA publication on Communist activity in Latin America which, although not coordinated in the formal sense, had been read and approved by officials in 'State and by CIA/OCI. It was therefore the oosttion of the DCI, with which no disagreement was expressed by the Board, that there should be no change in existing procedures for formal coordination of current intelligence or for production of National Intelligence Estimates. 3. The annexed nemorandun, for the record concerns a commitment made by the DCI to examine ways and means to label intelligence publications in such a way as to indicate clearly to the lay reader the Identity of the publishing component of the community and the degree of coordination which the publication has received. This problem seerns. to me to have two elements: a. How and to what extent is it desirable to include a positive statement to the effect that a given document ha. in fact not been coordinated, and b. Is it practical to attempt to convey such intangible concepts as the fact that a given publication has been cussed with an expert but not coordinated with a component? 2. I told the DCI that I would communicate his conmiitnent to you for whatever action appears appropriate.
