Dear Clark: During the Iamt few months I have been impressed as well as somewhat surprised by the fact that even many of the better informed people in Washington are ignorant of the super- vision of the Central Intelligence Agency which is exercised by the President's Foreign Intelligence Advisory Board as well as by our four congressional subcommittees. This ignorance is one of the factors leading to much of the misinformation about and criticism directed at the Agency. You are aware, I am sure, of newspaper stories, comments by columnists. and congressiosal statements that the Agency is not supervised and acts independently of or counter to U. S. Government policy. I believe no one knows better than you that this is not the case. Our congressional committees are considering taking some action to remedy this, if only to note for the record the number of times the Agency appears before them. It appears to me that some report by the President's Foreign Intelligence Advisory Board along the same lines would have a most salu- tary effect. Executive Order 10938, which established the Board, provides that it shall report on its confirming review and assess- latent of the Agency and the other intelligence components to the President each six months or more frequently as deemed appropriate. I realize that the substance of such reports would normally be highly classified, but there have been numerous occasions in the past in our Government where such classified reports have been forwarded by means of an unclassified letter Approved For Release 2002/08/21 : CIA-RDP80601676R000500010073-8 Approved For Release 2002/08/21 : CIA-RDP80601676R0N500010073-8 whichstate. the nature of the Board's action and gives some specifics on the manner in which it carries out its function.
