Approved For Release 2003/11/04: CIA-RDP80B01676R000500010043,-1 22 November 1965 MEMORANDUM FIR: Executive Assistant to the DCI SUBJECT: DCI Appearance before the President's Foreign Intelligence Advisory Board (PFIA13) 1. Communications Security. Mr. Clifford's memorandum asks for comments on how to strengthen (among other things) com- munications security. Communications security is the responsibility, of the Communications Security Board, the Chairman of which is Dr. John S. Foster. The DCI is represented on this Board. and is obviously interested in the problem. However, the communications security programs, which are developed by NSA, have not been considered as coming within the DCI's area of personal responsibility. The DCI was briefed generally on these programs at the time of his visit to Fort Meade last summer. 2. General Carroll's A earance before the PFIAB. I talked to General rro l about his appearance which is scheduled for this afternoon. He proposes to talk rather briefly and answer questions. Generally his position is compatible with the statements in the briefing papers prepared for the DCI. He thinks that the 1 provement of collection programs aimed against China and South- a;st Asia has been very impressive, particularly in the overhead reconnaissance fields. He will take the position that he believes we are doing about all we can in these areas. His only serious complaint involves efforts by the State Department and the Bureau of the Budget to reduce the military attache program. He promised to let me know if anything coaxes up during the course of his appearance which he thought would interest the DCI. JOHN A.
