Subject: Reports in Response to President's Statement to the Cabinet on Interagency Committees I have discussed with the Cabinet Secretary the President's statement on interagency committees at the February 25 Cabinet meeting. Mr. Busby has agreed to the following procedures. 1. By March 5 you should submit to the President four (4+) copies of a complete list of all interagency committees chaired-by your agency. It will not be necessary to indicate any further information beyond the name of the committee. 2. About March 13 you will receive from the Bureau of the Budget a list of committees about whose continued existence questions have been raised by the White House and this agency. You will also receive at that time supplementary instructions for the April 30 reports under Circular A-63. 3. By April 30, you should submit a, report to the,'Bureau of the Budget as required by Circular A-63. This report should include the information listed in Section 6 of the Circular. 4+. On the basis of the A-63 reports, the Bureau of the Budget will prepare the information required by the President. To make it possible to provide this information promptly to the President., it is requested that agencies make every effort to adhere to these deadlines. This concerns the two reports on interagency committees STAT requested in the February 26th memorandum from Horace Busby, Special Assistant to the President. I discussed these with W of BPAM, who pointed out that BPAM had talked on this subject with the Bureau of the Budget which had agreed all it wanted from CIA was the USIB subcommittees. The Bureau of the Budget is specifically named as the requestor of the second of the two reports listed in Mr. Busby's memorandum. BOB is not mentioned in connection with the first report, though the two reports seemed related. 2. This afternoon I telephoned Mrs. King, secretary to Mr. Busby, and asked her whether the Bureau of the Budget's per- mission to report only USIB subcommittees would also apply to the first report due March 5th. Mrs. King replied that the two reports were related and that if BOB was satisfied with only USIB subcommittees for one, Mr. Busby would also be satisfied with only USIB subcommittees for the other. 3. Incidentally, Mrs. King said there was a typographical error in Mr. Busby's memorandum which showed the second report due by April 3. Mrs. King said this date should be April 30th.
