Approved For Release 2003/05/05 : CIA-RDP80B01676R000400190061-~; THE WHITE HOUSE WASHINGTON April 14, 1966 MEMORANDUM TO Yesterday I signed an Executive Order designating Postmaster General Lawrence F. O'Brien as Chairman of the Interdepartmental Savings Bond Committee. I did so in the knowledge that I was assigning to him one of the most crucial tasks in the' entire Federal establishment: that of making the government a leader in the Payroll Savings Bond program. I am confident he will succeed. But success depends not entirely on our new Chairman. Each Depart- ment and Agency head must shoulder his full share of the responsibility. That is why I am particularly pleased to note that the White House staff is already 100 percent enrolled in the Payroll Savings Plan. I am proud of these dedicated public servants. I congratulate them. I hope their example will be followed by every employee of the Federal Government . I have said before that Savings Bonds are-both prudent and patriotic. They are prudent because they strengthen the security of our families. They are patriotic because they protect the dollar and they support our brave men and women on freedom's outpost in Vietnam. We can't all be in Vietnam -- but we can do our part at home. This nation is blessed with an outstanding group of civil servants. They are tireless., they are able, they are dedicated. But these qualities -- as great as they are -- come to nothing if they are not accompanied by loyalty and sacrifice. Every government employee can show such loyalty and sacrifice by enrolling in the payroll savings plan. I urge them to do so.
