This letter acknowledges receipt of your letter of 11 March 1966. With the assurance you have given me that you intend to return to duty with the Agency on or about 1 April 1967, we are pleased to approve your request for leave without pay from the Agency until that date. If you should change your mind about this at any time during this period, we should appreciate the earliest possible notification. We, of course, understand that the spe- cific position to which you return will need to be mutually agreed. I have discussed your lecturing and consulting with the Gen- eral Counsel, and based upon the information you have given us, he sees no conflict of interest in principle. If any of these ac- tivities are to progress beyond the simple details you have sup- plied, I suggest that you contact either Larry Houston or John Warner, give them the details, and abide by their guidance. I will be spending the year as a "scholar in residence" at the Institute for Defense Analyses. My salary will be paid out of Ford Foundation funds which have been made available to IDA. During the course of the year I will be doing some writing and may also be doing some lecturing at a university or two. I have been asked to do some occasional consulting at RAND. The Hudson Research Institute has also made some overtures. How much time I will have for any activities outside my writing I do not now know, but I would like to make sure that none of these activities run counter to the letter or spirit of the conflict-of- interest regulations.
