Reference the attached, it was agreed that major candidates who are seeking the nomination would be briefed if they so desire. It was further agreed that Secretary Rusk would be responsible for contacting the candidates to determine their wishes and arrange an appropriate appointment for the briefing. 'rho briefing would be done jointly and concurrently by Secretary of State, Secretary of Defense and DCI or their principal deputies, with the DCI leading off on a general review of world conditions, to be followed by SecState and SecDef on foreign affairs and defense problems. Rusk is to write Senator Goldwater, Gov. Rockefeller and Senator Margaret Chase Smith, offering the briefing. He will not contact other unannounced candidates (Nixon, krantor?, Lodge. etc.) but the briefings will be given to them if they so request. Stassea will not be briefed, nor will Gov. Wallace as it is considered that they are not "serious candidates" for at the moment they have no delegates. . The briefing will be at the level of Top Secret, TKI4, and CO MINT. 25X1 is instructed to arrange appropriate clearances. 4. X briefing materials prepared for General Eisenhower are a very good start - Would appreciate your arranging for DDI and others to complete the brief book.
