At the end of a meeting today on Laos, some of the White House
press were stirred to speculation by their success in observing
two of the senior officers present as they came or left through
the West Basement. The. President thinks it important that we
should try to keep off-the-record meetings truly off-the-record,
and he has asked me to see what can be done to protect the comings
and goings of those who are most conspicuous.
May I ask that you gentlemen come to such meetings through the
Southwest Gate and the White House grounds, rather than through
West Executive Avenue and the West Basement. We cannot be sure
that this precaution will solve our problem, but it may help at least
temporarily.
