Because of the importance attached to, the recom-
mendations which the President's Board has made on
the tip sect, and because the recommendations involve
the responsibilities and interests of the several
member agencies of the intelligence community, it is
requested that future annual submissions thereon be
prepared in consultation with the members of the
United States Intelligence Board. It is suggested
further that at appropriate intervals between these
