MEMORANDUM FOR: The Director
The White House staff (Bromley Smith, Executive Secretary of NSC)
is working on plans for a Presidential ceremony in honor of you. The time
and the exact location in the White House are not yet certain. The White
House knows you will be out of town until 28 June.
You are asked to suggest a guest list of those you would like to have in
attendance. The list is yours to make as you see fit. It can include Agency
as well as non-Agency personnel. We understand that wives will be invited
also. The White House, of course, will issue the invitations.
If it is determined that the ceremony will be held indoors, the number
of guests will have to be fewer than would be the case if it is held outdoors in
the Rose Garden. The President will decide the locale.
You are asked to arrange the list in such a way that the names appear
in an order of preference so that if the President should decide to keep the
number of guests small, names can be deleted from the bottom of the list.
We would like to be able to get this list from you before you leave for
the West Coast this Sunday. It should be in the White House Monday morning.
As suggestions, you may wish to consider members of the following
categories:
1.
NSC and related officers
2.
303 Committee
3.
USIH
4.
PFIAB members
3 .
Key officials of the White House staff such as Rostow,
Kintner, et al
Moyers,
6.
Members of our Congressional Subcommittees and other
members of Congress.
7.
Senior Agency officers (the morning meeting group).
8.
Personal friends and family.
I have attached lists of some of the key people who compose the above
categories. I will be glad to meet with you at your convenience Sunday, the 26th,
to get your list and arrange for its delivery to the White House. I can be

The purpose of this notes is to bring up to date the details
pertaining to the forthcoming award ceremony for Admiral Raborn.
The Admiral says he finds it personally more convenient to
have the ceremony on or after 14 August as you suggested in our
recent telephone conversation. The Admiral wanted me to make
curtain, however, that you and others at the White House know
that he, of course, will adjust to any schedule convenient to the
President.
The Admiral thinks it would be good, if the White House
vite Senators Futbright and McCarthy. He regards
both as personal friends.
The Admiral also hopes that the members of the Joint
Committee on Atomic Energy and the House Astronautics Committee
can be included among invited guests. I am attaching a copy of
the membership of these Committees.
I expect that Admiral Raborn will be suggesting additional
invitees and, in this event, we will phone the details to your
office.

Attached is a list of suggested invitees for the
award ceremony for Admiral Raborn. As you
suggested, the Admiral's list of personal friends
is in general "order of preference. " The Admiral'
however, did not wish to distinguish in this way
in regard to Executive and Congressional officials
He prefers to leave to the White House final
selection in these categories. The Admiral is
quite hopeful that wives will be included in th
invitations.
