THE WHITE HOUSE
August 10, 1964
We have talked to Senator Olin Johnston
about the problem of retroactive payment
under the Pay Bill for agencies such as
CIA. and NSA which have administrative
discretion for making promotions and
establishing salaries. It would appear
that neither agency was alert to the
omission of coverage provisions in the
Pay Bill in time for corrective steps to
be taken. There is no procedure which
would permit a conference to insert into
a bill language which was not contained
in either the Senate or the House versions.
To do so would invite the making of a point
of order which would automatically delete
the language.
It is my understanding that Senator Johnston
is most anxious to work something out in
this area before Congress adjourns.
