I would like to underline some comments I have just made on a young
man your a enc has been kind enough to detail to my staff for the past
four years. has worked far above his grade here and I STAT
feel deserves your consideration for immediate promotion. He has been
in grade GS-13 for two years as of 8 December. He will be with us for
another tour, but I am sure you would find no problem in putting him to
good use as a GS-14.
I hesitate to intrude in this delicate area. However, I feel obligated to
pass on my observations since we've kept_o busy here that your STAT
people have had very little chance to see him in action over the past four
years. I want to be absolutely sure his working outside the agency's
daily rounds does not hurt him.
