significant disagreements with the intelligence
judgments contained in the policy paper.
2. While I endorse those provisions in
the paper which have a bearing on US Intelligence
activities, I have no comment to sake on the
broader aspects of US policy

MEMORANDUM FOR: Director of Central Intelligence
1. You are requested to forward the attached
letter to the Chairman of the Policy Planning Council,
Department of State (Tab A) indicating Agency approval
of Part One of the National Policy Paper
(Tab B).
2. The paper has been reviewed within the
Agency through several drafting stages and has
undergone a final review by the Directorate of
Intelligence, the Clandestine Services, and the
Office of National Estimates. There are no significant
disagreements with the intelligence judgments in Part
One of the paper, and the Chairman of the Board of
National Estimates r gees that it is ubstantiall
consistent with NIE
The Deputy rec or or
Pans has no objection to Part One of the paper and
is of the opinion that it provides the Agency necessary
operational latitude.
3. Part Two of the paper (Tab C)---which does
not require formal approval--is badly outdated and
replete with errors. A request for substantial
revision of this part is being forwarded separately
to the Policy Planning Council.

threat from the Communist world recedes
beginning to question its ties to the Western a liance
