Please sign and forward the attached letter to the Chairman of the Policy Planning Council, Department of State indicating Agency approval of Part One of the National Policy Paper on Iran (Basic). 2. The paper has been reviewed within the Agency through several drafting stages and has undergone a final review by the Directorate of Intelligence, the Clandestine Services, and the Office of National Estimates. There are no significant disagreements with the intelligence judg- ments in Part One of the paper, and the Chairman of the Board of National Estimates agrees that it is substantially consistent with NIB-34-66, "Iran," dated 24 March 1966, and with 3. The policy paper advises that the US Government should accept, and indeed foster, the development of a now relationship between Iran and the UnIt Stateal The paper recognizes that, while in not committed to any particular form of govern- ment in Iran, the Shah remains for the foreseeable future the keystone of Iran's political structure and, as such, should be supported. At the same time, the paper argues that it in in the US interest to encourage cautiously Iran's political evolution toward broader-based and more effective government, better able to resist internal insurgency.
