The Bureau of the Budget assisted in the study and three other agencies participated: Agency for International Development, United States Information Agency and the Arms Control and Disarmament Agency. The results of this examination have led us to a decision that the Department should now devote resources to a continuing information management program, the Foreign Affairs Information Management Effort (FAIME). The Bureau of Intelligence and Research will be an integral part of this program along with a new unit devoted to the coordination of information systems between Foreign Affairs Agencies, and to the development of common information system components. We well recognize that significant informational inter-re- lationships are not confined to the agencies mentioned above, and are therefore exploring appropriate means for the participation of such other Departments as Commerce, Defense, Labor, Agriculture, and particularly the intelligence community. One of our great difficulties in advancing this program, and in modernizing Depart- mental practices, is the scarcity of individuals with training and experience with information processing systems and activities in other agencies.
