In my letter of 19 July I suggested that, after further study
by our respective security and technical staff a, the Agency could
consider undertaking research aimed at protection of our over-
seas people against glass fragmentation injuries. Now that
specific requirements have been drawn up, I am glad to confirm
that CIA will move into the testing phase of the project.
I understand that State and Agency representatives will con-
tinue working together closely. We shall press ahead as fast as
feasible and shall, of course, look forward to assistance by the
Department in evaluating systems and products.
