Following our conversation on Friday I
have had a chance to read and to ponder your
proposed outline for SNIE 10-8-65.
I wonder what you will think of the en-
closed recasting of the options you presented.
This new draft changes their order and con-
tent, and offers, I believe, an improved basis
for useful estimating. I have also tried to make
it clear in the introductory note that the range
of choices listed goes beyond those currently
under consideration within the Government to
include those described in Courses III and V.
