F- Ambassador Ritchie came in at his request to indicate that.-]
pursuant to his discussion on Saturday with Mr. ,ell, Paul
Martin had agreed to send an official to Washington for dis-
cussions in some depth on the Cyprus problem,, Ar:i~assador Ritchie
indicated that the man the Canadians would send wound be Ross
Campbell, the Assistant Under Secretary of State for '-External
Affairs. Mr. Campbell handles NVA.TO and NEA matters in the
External Affairs office.
Mr. Ball intimated that the British might also participate
in these talks. He was waiting to hear from Lord Harlech. It
was doubtful that the British would send anybody from London
because all of their people were tied up on preparations for
the Prime Minister's Conference next week. Therefore, it was
possible that either the British Ambassador or a member of his
staff would represent the British at these discussions.
Ambs..:ador ,Ritchie indicated. that Paul Martin was deeply
involved in discussions of the Cyprus situation in Parliament,
principally fending off the attacks of John Diefenbaker. There

was some discussion as to the Greek-Cypriot buildup on Cyprus
in comparison with that of the Turks. It was also agreed that
the situation is fast approaching the flash point.
After further discussion it was agreed that the meeting
with Mr. Campbell should take place on Thursday.

Mr. Harman called me this afternoon to fol"ioy on
Ambassador Ritchie's discussion this morning with 1,1r. D)all. In
that conversation the Ambassador indicated that Canadian
Minister of External Affairs (Paul Martin) had exceeded
to Mr. Ball's suggestion that the Canadian Gover :._ a~ --_~d a
man down to Washington to discuss with us the cum s-Ltuation
and outlook on Cyprus. At this morning's meeting Ambassador
Ritchie had indicated that Ross Campbell, the Assistant Under
Secretary of State for External Affairs, would be the Canadian
Representative at these meetings.
Mr. Harman asked if we had developed any further plans since
the morning's meetings. I replied that we had and that we would
like to see Mr. Campbell in Mr. Ball's office a- 3:00 pm,
Thursday, July 9. The proposed course of action is that Mr. Ball
would meet with Mr. Campbell and Assistant Secretaries Talbot,
Cleveland, and Tyler for approximately thirty minutes. Then
Mr. Campbell would adjourn with the Assistant Secretaries and
Mr. Talbot would take over chairing the meeting for an extended
discussion with Mr. Campbell. I also noted that the British

Mr. Harman said that this appeared quite suitable to him.
On the Canadian side there would probably be Ambassador Ritchie,
Mr. Campbell, and Mr. Harman.
Mr. Harman asked whether we were going to prepare any
"heads of discussion" or other form of agenda for the meeting.
I said our present thinking was for our side to lay out our views
and listen to the Canadian presentation on their side and then
have a general discussion as to what we could do from here on
out, utilizing various assumptions as to future action by
Greece and Turkey.
Mr. Harman said that this appeared satisfactory and if
there are any further problems he would get in touch with me.
