I think it is a very close point whether the DCI should
be represented by an !gency officer or somebody acting on
his behalf for the Community. If the former, F- _j is
the obvious candidate. On balance I tend to favor the latter,
but do not feel strongly. As I gather that you do, I am
attaching a draft letter recommending I Iappointment.

John Bross has discussed the attached with General Carter
who believes that you two gentlemen have a very active interest in
all this. He invites your comments before moving the thing along
to DCI.
In particular, the general is inclined to think it might be more
useful to have a "career" Agency officer assigned to this project. He
is thinking of someone like Any other suggestions are

With reference to your note of 10 July, I agree
with General Carter's inclination in Paragraph 2 and
think would be a good candidate. Out of his
long b c ground he could contribute substantive eva-
luation of the projects involved. If this appoint-
ment is not feasible, would be a
forceful representative even i he does not have
background. As Bross writes, material related
o :in elligence installations should be restricted
to the smallest possible group.

MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: NSAMs Nos. 300 and 301
1. Ambassador Thompson has requested the desig-
nation of a representative to participate in the deliberations
of a group which he is convening to review plans and formulate
recommendations under NSAM No. 300. This group will be
chaired by Joseph J. Wolf, who has been recalled to the State
Department from an assignment with AID specifically for this
purpose. Mr. Johnson from the White House and Bob Amory
will also be members of this group.
2. The CCPC has completed its study of contingency
relocation plans for intelligence facilities under NSAM 301.
There is some doubt as to what to do with this paper after it has
been reviewed and approved by USIB. The State Department
would like to have the paper referred to the Secretary of State
for Ambassador Thompson's attention and consideration in
connection with the recommendations formulated under NSAM 300.
This would seem to be all right as long as it is understood that
the substance of the material relating to intelligence installations
will be handled by Ambassador Thompson personally and a small
cleared group.
3. It would seem to me to be an advantage to have
ct as your representative on the group
established under NSAM 300. In this capacity he would be
able to coordinate and monitor any action or discussion which
involves an interrelationship between NSAM 300 and NSAM 301.

Moreover, it seems to me important to have high level
and forceful representation on the Thompson group which
may exert considerable influence on decisions to maintain
or relocate installations in foreign areas (including Cyprus).
4. Accordingly, I recommend notification of Ambassador
Thompson in accordance with the annexed letter.
