Ambassador Thompson has requested the desig- nation of a representative to participate in the deliberations of a group which he is convening to review plans and formulate recommendations under NSAM No. 300. This group will be chaired by Joseph J. Wolf, who has been recalled to the State Department from an assignment with AID specifically for this purpose. Mr. Johnson from the White House and Bob Amory will also be members of this group. 2. The CCPC has completed its study of contingency relocation plans for intelligence facilities under NSAM 301. There is some doubt as to what to do with this paper after it has been reviewed and approved by USIB. The State Department would like to have the paper referred to the Secretary of State for Ambassador Thompson's attention and consideration in connection with the recommendations formulated under NSAM 300. This would seem to be all right as long as it is understood that the substance of the material relating to intelligence installations will be handled by Ambassador Thompson personally and a small cleared group. 3. It would seem to me to be an advantage to have ct as your representative on the group established under NSAM 300. In this capacity he would be able to coordinate and monitor any action or discussion which involves an interrelationship between NSAM 300 and NSAM 301.
