MEMORANDUM FOR: Director of Central Intelligence SUBJECT South Africa National Policy Paper 1. This memorandum contains a recommendation for approval by the Director in paragraph 4; a letter for his signature is attached. 2, The South Africa National Policy Paper (Basic Attachment) has been completed by an interagency working group in which senior DD/I and DI)/P officers participated, and is now ready for review and approval at the departmental level. The Africa Policy Committee, tentatively scheduled to meet the first week in September, will ratify the paper for presentation to the Secretary of State. 3. The salient points of the paper are described in Attachment A. This draft has been considerably revised to meet CIA objections to earlier drafts, and is generally acceptable to all concerned elements of the Agency. The DD/P, the Acting Chairman of the Board of National Estimates, and the Special Assistant to the DD/S&T have reviewed and approved the paper. The Acting Chairman, Board of National Estimates, has concluded that no Special National Estimate is required in support of the paper (Tab B). 4. I therefore recommend that you approve the paper by signing the attached memorandum for the Chairman, Policy Planning Council. A S.
