This memorandum contains a recommendation for approval by the Director in paragraph 6; a letter for h signature is attached. 2. The Pakistan National Policy Paper (Basic attachment) has been completed by an interagency working group in wht4h senior DD/I officers participated. Senior DD/P officers were consulted at all stages. The paper is now ready for review and approval at the departmental level. The salient points of the paper are described in Attachment A. 3. The DD/P, the Acting Chairman of the Board of National Estimates, and the Special Assistant to the DD/S&T have reviewed and approved this paper. The Acting Chairman, Board of National Estimates, further states that a SNIE on Pakistan is not called for at this time. (Attachment B) 4. This final draft has been revised to meet our objections to earlier drafts. We have asked for a few minor changes in order to clarify certain points and to reflect late developments, which the drafting officer has agreed to make. 25X1 6. 1 therefore recommend that you approve the paper by signing the attached memorandum, which I will then transmit to the Chairman, Policy Planning Council. 25X1 kY S. Origin- ally letters were prepared for Mr. McCone's signa- ture but he suggested that the letters be re-written to emphasize two points: (1) that the Agency is in agreement with the intelligence judgments, and (2) but we have no comment to make on the broader aspects of policy determination. The Director also wanted a letter prepared for his signature when he returns to emphasize this to Rostow.
