Dear Mr. McCone:
Pursuant to the national security briefing which the
President recently had offered to prospective Republican
Presidential candidates, Governor Rockefeller has asked
that he be briefed May 15, beginning at 10:00 a.m., and
Governor Scranton has requested that he be briefed May 21,
beginning at 9:30 a. m. Both of these requests have been
agreed to.
I suggest that we establish a standard format for these
briefings as follows: you, or your deputy, would provide an
initial intelligence briefing. This would be followed about an
hour later by a policy briefing by Secretary McNamara, or
his deputy, and Secretary Rusk. It would probably be most
convenient for Governors Rockefeller and Scranton and cause
least commotion with the press, if the briefings took place
in one room. The State Department's Operations Room would
probably be the most appropriate.
I have asked Frederick Dutton, Assistant Secretary for
Congressional Relations, to coordinate these briefings for the
State Department; and I suggest that if you believe any changes
should be made in the suggested format, he will make the
necessary modifications.
