. National Policy Paper on Colombia
1. Paragraph 5 of this memorandum recommends action
by the Director; a letter for his signature is attached.
2. The Policy Planning Council, Department of State,
requests that Part One of the draft National Policy paper
on Colombia (Basic attachment) be cleared by all interested.
departments and agencies by 8 May 1964. The policy recom-
mendations follow the lines of current US policy,
number of courses of action (tabbed) are proposea n port
of this policy.
STAT
3. A CIA working group headed by STAT
has reviewed this paper at each stage of its preparation,
and the present draft has been substantially revised UK-
reflect the comments of this group. Further suggestiolW
for im rovements in this draft have already been forwarded
to the Department of State.
4. Subject to consideration of these suggestions
the-Policy Planning Council, this paper has the approval--
of, the DD/P, the DDS&T, and myself. The Chairman, Board.;
f. :National Estimates, does not recommend production Qf rr!,
Special National Intelligence Estimate in connection with
the paper.
5. I therefore recommend that you concur in this:-:=-
paper by signing and forwarding the attached memorandum to
the Chairman, Policy Planning Council.
